The Telangana government has been sitting on the report for years now. This is not the only government that has a history of not publishing such a report. The Hema Committee report related to Mollywood was not published by the Kerala government for years. The government's hands had to be forced to do it.
The motivations behind withholding such reports are primarily political. Governments often choose to suppress these documents for strategic reasons. One, they want to avoid alienating influential celebrities who could be negatively impacted by the revelations. Two, they might strategically time the release of these reports to serve their own political agendas, such as diverting public attention from pressing issues or using them as leverage against certain individuals within the film industry.
